In order to create a legal corridor for on-demand medical examination and treatment, and to combat price fluctuations, the Ministry of Health has issued Circular No. 13/2023/TT-BYT stipulating the price bracket and method of pricing in medical examination in healthcare services as required.
The cost of medical examination is extremely high
At some key hospitals, people reflect that the service prices here are very expensive. The examination fee for professors and associate professors is 500,000 VND. The examination price of a doctor, or specialist doctor II is 400,000 VND; The examination fee for a master and specialist doctor I is 300,000 VND. As for the patient’s examination on demand, it is usually 200,000 VND.
Meanwhile, in some other hospitals, most of the examination prices as well as the prices of technical services are based on the price of health insurance. In case there is an on-demand examination, it is also collected at a low price. The price of an examination with professors and associate professors is 150,000 VND. The price of an examination with doctors and specialists II is 120,000 VND. And the price for an examination with a master, specialist doctor I is 70,000 VND.
Price volatility is quite common because there is no specific regulation for this. Facing this situation, the Ministry of Health issued a Circular stipulating the price bracket for medical examination upon request. Accordingly, the price bracket for on-demand medical examination services at special-class and first-class medical examination and treatment establishments has the minimum price of 100,000 VND and the maximum price of 500,000 VND.
Restrictions on cutting benefits of insured patients
In the public opinion, there exist numerous conflicting viewpoints regarding the actual quality of the service. Moreover, is there a distinction in the cost of medical examination among individuals with academic degrees, and is it truly worthwhile? Additionally, certain individuals believe that if hospitals desire to utilize the expertise of professionals such as professors and associate professors, they must allocate additional funds. Therefore, it is reasonable to pay more for services that the patient has to pay.
However, many hospitals invite unqualified professors to color, causing price disturbances for medical examination and treatment. Therefore, it is not reasonable for these establishments to only base on titles to collect high money.
Previously, when there was no Circular 13, many hospitals abused bed examination. There are facilities that reserve up to 60-70% of beds on request. They force patients to stay in service beds at high prices. Circular 13 clearly requires that the service bed is only allowed to be less than 20%.
