1. Regulations on cosmetic management
According to Circular 06/2011/TT-BYT stipulating as follows:
– The product announcement dossiers name the organizations and individuals responsible for bringing products to market. Those organizations or individuals must take responsibility for the cosmetics put on the market.
– The above subjects can only put cosmetics into circulation when they receive a Proclamation Receipt number.
When bringing products into circulation on the market, organizations and individuals must have the function of trading cosmetics in Vietnam.
2. Regulations on responsibilities of organizations and individuals bringing cosmetics to the market
Article 48, Circular 06/2011/TT-BYT stipulates the responsibilities of the above subjects as follows:
– Take responsibility for the content declared in the cosmetic announcement sheet.
– Responsible for the safety, effectiveness and quality of cosmetics;
– Monitor, detect and recall cosmetics that do not meet quality standards; Implement recall notification; Reporting of recalls;
– Handling customer complaints;
– Compensation for damage to customers;
– Refund of purchase money and other expenses incurred;
– Report promptly if the product has life-threatening side effects;
– Maintain product information records (CIF);
– Deploy, apply, and meet common principles and standards;
– Carry out requests for inspections, inspections, etc. of state agencies;
– Comply with Vietnamese laws on intellectual property.
