1. Increase the basic salary from July 1, 2023
On May 14/2023, the Government issued Decree No. 24/2023/ND-CP regarding the statutory pay Rate for cadres, civil Servants and armed forces.
Accordingly, the new basic salary applied from July 1/2023 is 1.800.000 VND per month.
The basic salary is used for:
– Calculating in the salary scale, allowances, and implementing other regimes as prescribed by law for the subjects specified in Article 2 of Decree No. 24/2023/ND-CP;
– Calculating activity fees, living expenses as prescribed by law;
– Adjusting deductions and benefits received according to the basic salary.
(While in Decree No. 38/2019/ND-CP, the basic salary is determined to be 1.490.000 VND per month)
2. Subjects entitled to the new salary and allowances according to the new Decree
The 9 subjects entitled to salary and allowances specified in this Decree include:
1. Cadres and civil servants from the central to district level as prescribed in Clauses 1 and 2 of Article 4 of the Law on Cadres and Civil Servants (amended and supplemented in 2019).
2. Officials and civil servants at the commune level, as specified in Clause 3, Article 4 of the Law on Cadres and Civil Servants.
3. Employees in public career units as regulated in the Law on Public Employees (amended and supplemented in 2019.)
4. Individuals performing work under labor contracts as regulated in Decree No. 111/2022/ND-CP of the Government on contracts for certain types of work in administrative agencies and public career units subject to application or agreement in the labor contract applying salary rankings according to Decree No. 204/2004/ND-CP of the Government on the salary regime for cadres, public servants, officials, and armed force personnel
5. Individuals working under the personnel quota at associations supported by the state budget according to the regulations in Decree No. 45/2010/ND-CP.
6. Officers, professional soldiers, non-commissioned officers, soldiers, workers, defense officers, and contracted laborers of the Vietnam People’s Army.
7. Officers, non-commissioned officers receiving salaries, non-commissioned officers, conscripted soldiers, police officers, and contracted laborers of the People’s Police.
8. Individuals working in core organizations.
9. Non-professional individuals working at the commune level, in villages, and residential areas.
